LINCOLN ANGLICAN ACADEMY TRUST

ICT Managed Service Partner

The ICT Support at LAAT is currently provided by a single outsourced support provider who provides a mix of scheduled onsite visits and remote support. This contract will end in March 2027, and so the Trust needs to run a procurement to ensure continuity of service. In addition to this, the Trust is planning a major ICT related investment and commitment to pupil learning by implementing a Trust wide 'One to One' (hereafter, 1:1) mobile device scheme for its students. The Trust has already piloted a 1:1 mobile device scheme using Apple iPads so the Trust understands its requirements clearly. Going forward, given both the scale of the requirement and the need to sustain and develop the programme over five years the point has been reached where a significant procurement exercise is needed to both be compliant with the Procurement Act and ensure best value with a capable partner going forward. Therefore, LAAT is taking the opportunity to go to the market to identify the best innovative and forward-looking partner to work with them in the support, delivery and development of their ICT provision over the next five years providing both the Managed Service Support and potentially 1:1 device procurement and support. Given the significant investment in Apple devices, and based on experience from the pilot 1:1 project, the Trust will require specific training and CPD on the use of Apple devices and education specific applications in the classroom (including, but not limited to, Showbie - which is currently used in the pilot schools) from an appropriately accredited training provider, with 'real-world' experience of Apple devices being used in a 1:1/classroom context. The Trust is open to the MSP providing this training, but the Trust has built up a strong relationship with an existing 3rd party supplier in this area, and reserves the right to continue this relationship to ensure the most effective use of the 1:1 devices and the best outcomes for the 1:1 project. This procurement includes (but may not be limited to) the items listed below. • A core managed service, management of all ICT against an agreed SLA • A Service Desk, available 52 weeks a year including out of hours access providing a 'remote fix' to issues as they are reported where possible • On-site school staffing which suppliers deem necessary to deliver the service and meet the SLA requirements • Support for the Trust's Safeguarding/Filtering solution, Securly • Support for the Trust's Barracuda email security/Anti phishing solution • Strategic advice and direction to the Trust regarding ICT • Responsibility for design, specification, installation, and management of all ICT infrastructure • Supply of goods and services based on an agreed Best Value approach • Management of 3rd parties where relevant to the ICT support • Relevant monitoring, management, patching • Responsibility for ensuring appropriate backup and anti-virus is in place • Regular performance reporting • Support for cybersecurity readiness • CPD and training - digital skills and curriculum as necessary across Microsoft and Apple devices/software • There is an expectation that the provider will support and/or drive innovation • Maintain technical documentation • Maintain operational documentation, for example inventory management and risk registers • Collective partnership targets aligned to the Trust's objectives • In Trust support for the integration and upgrade of the connectivity, communications and security infrastructure as required, including liaising with relevant third parties on behalf of the Trust • Suppliers may be required to deliver a range of technology and change management projects in addition to the providing the core managed service. • Enhanced support during OFSTED visits, Exam periods, and around results days for Exams • The potential supply of a significant amount of Apple iPad devices - currently estimated to be c.2,500 over 5 years o A comprehensive managed service for repair and replacement,  Repair and/or replacement of devices  enrol/re-enrol hardware into the management console • Provision and management of VoIP phones/telephony across the trust

Tonbridge & Malling Borough Council

ITT TMBC - Cemetery Management Software

Tonbridge & Malling Borough Council is out to market for a new digital software solution for managing the records of Tonbridge Cemetery. Located on Shipbourne Road, close to Tonbridge town centre, Tonbridge Cemetery was established in 1858 and has served the local community for more than 160 years. The cemetery includes historic chapel buildings dating from the 1860s, mature, landscaped grounds, and a memorial garden that provides a peaceful setting for the interment and remembrance of cremated remains. Covering approximately 14 hectares (34.6 acres), Tonbridge Cemetery is one of the borough's largest and most historic public open spaces. With around 14,000 grave spaces, the cemetery reflects generations of local history and continues to provide an important place of remembrance for residents and visitors alike. Historically, cemetery records were maintained through handwritten registers, burial books, and paper plans. To improve efficiency and accessibility, a digital cemetery management system was introduced in 2002, enabling records to be digitised and managed electronically. A key requirement of any future system will be the ability to securely migrate all existing records, ensuring the continued preservation and accessibility of both historic and current cemetery data. Senedd Cymru / Welsh Parliament

Senedd Business Management System

The Commission is seeking to procure a fully bilingual (Welsh and English) Senedd business management system. The required solution will support functions including, but not limited to, Meeting Management, Senedd Member Management, Issue Management and the Management of Cross-Party Groups. The contract will include the supply, implementation and ongoing support of the solution. The Commission seeks a sustainable, adaptable and supportable solution that can meet its current and future business requirements while providing long-term value, service continuity and the benefits of ongoing product investment. Suppliers must demonstrate: • successful delivery and operation of solutions with relevant or comparable capabilities; • experience supporting parliamentary, legislative, democratic services, governance or similarly complex and regulated environments; • an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements; • a credible implementation and migration approach; and • a clear, realistic and supportable route to meeting the Commission's functional and non-functional requirements Suppliers must clearly distinguish between capabilities that are available within the proposed solution, those that will be delivered through configuration, and those that will require product development, customisation or other enhancement. Any such activity must form part of a credible, deliverable and supportable approach to meeting the Commission's requirements. The Commission's strategic direction is to adopt Software as a Service (SaaS) solutions wherever appropriate. However, recognising the specialist nature of this market, suppliers may propose alternative delivery models where they can demonstrate that the proposed solution is an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements. The Commission does not intend to commission the development of a wholly new solution. It is seeking approaches that maximise the reuse of existing and demonstrable capabilities, minimise bespoke development, and support long-term maintainability, interoperability, data portability, supplier competition and whole-life value. The contract will be for an initial period of five years from the Go Live date, with the option for the Commission to extend the contract for up to a further five years.

PPN 009 'Tackling Modern Slavery in Government Supply Chains' In February 2025 PPN 009 "Tackling Modern Slavery in Government Supply Chains" was published. This PPN specifically calls out the NHS as being in scope. The PPN requires the risk of Modern Slavery to be identified for each Procurement activity, and appropriate due diligence conducted to manage these risks. Risk Profiling and Methodology Each NHS Supply Chain procurement, including the forthcoming procurement for Patient Identification has been assessed, using a standard methodology. The methodology has been developed using a database of risk, mapped to E-class codes. This has been mapped to the procurement activity to assess the level of risk associated with that activity, prior to knowing which specific suppliers and value chains are going to be used. Based on that risk the following tools will be applied to the procurement to understand the specific risk in the proposed supply chains. Low Risk - Modern Slavery Assessment Tool Medium Risk - Modern Slavery Assessment Tool + Evidence Review High Risk - Modern Slavery Assessment Tool + Evidence Review + 3rd Party Audit This risk profiling has been conducted on Patient Identification products in the pre-market phase and has determined a medium risk. PPN 009 Tender Submission Requirements Confirmation (yes/no) that The Modern Slavery Assessment Tool has been completed - will form part of the Selection Questionnaire of the tender. Results will be evaluated to establish Supplier risk. Evidence Review on Modern Slavery - will be evaluated at tender submission. Results will be evaluated to establish Supplier risk. Actions for Suppliers/Potential Suppliers to take now in the Pre-Market Stage Ensure you have completed the Modern Slavery Assessment Tool (MSAT), you have a plan in place to act on the recommendations it makes, and you maintain the assessment annually. Risks are based on the 6 factors set out in PPN 009. The NHS has adopted PPN002 (taking account of Social Value), and therefore this future Framework Agreement will require suppliers to state what is their Social Value proposition which in turn will be made available to customers who utilise the Framework Agreement to aid their decision making when using the framework. In addition, the NHS has adopted the Government's 'Taking Account of Carbon Reduction Plans' PPN006 requiring all suppliers with new contracts for goods, services and/or works irrespective of value to publish a carbon reduction plan for their direct emissions. Suppliers bidding on NHS Supply Chain tenders will also be required to submit an Evergreen Assessment. For further information on NHS Supply Chain's application of PPN002 and PPN006 in addition to Evergreen Assessment and Horizon scanning requirements, a Sustainability & Social Value document will be issued to all suppliers who express interest in this Pre Market Engagement Notice along with the RFI. In any case, the Sustainability & Social Value document will also be made available with the full tender documents which will be the subject of separate market notice. Suppliers are required to be registered on the Central Digital Platform by using the following link; Suppliers: How to register your organisation and first administrator on Find a Tender in three easy steps (HTML) - GOV.UK The Framework Agreement between NHS Supply Chain and successful suppliers will reserve the right to purchase the same or similar supplies and/or services from suppliers not appointed to the Framework Agreement at its sole discretion. As part of its pre-tender strategy, NHS Supply Chain would also like to engage with suppliers of these products via a Request for Information (RFI).
