LINCOLNSHIRE HOUSING PARTNERSHIP LIMITED

LHP572 Housing, Asset, Repairs and Compliance Management Solution

Lincolnshire Housing Partnership (LHP) is a greater Lincolnshire based housing association created in April 2018. LHP is a charity regulated as a Community Benefit Society and a not for profit housing provider regulated by the Regulator for Social Housing. LHP’s Data and Technology Strategy 2026–2029 sets out LHP’s vision to become a digitally confident, data-driven housing association by March 2029, supported by a sequenced three-year roadmap structured around three phases: Foundations (Year 1, 2026/27), Transformation (Year 2, 2027/28), and Innovation (Year 3, 2028/29). The strategy has one overriding objective: to give LHP the technology and data foundations it needs to achieve and sustain a C1 Consumer Standard grading, with a target of March 2027. The most important implication is that LHP needs a modern, integrated housing and repairs platform, supported by a clear integration architecture and a stronger data foundation.  Core Systems — a modern, integrated core housing and repairs platform at the heart of operations, supplemented where necessary by specialist capability that is tightly integrated into the target architecture, replacing our Housing Management System alongside a fit-for-purpose finance system and consolidated service charge platform.  Data Foundation — the Data Warehouse as a single source of truth, with Power BI as the reporting and analytics layer and governance embedded through the Data Stewards.  Integration Layer — an API-first architecture with a strategic integration partner, removing manual re-keying between core systems, with the integration architecture agreed before any new system is procured.  Customer & Colleague Experience — a fully AI-enabled CXone contact centre, an enhanced customer portal integrated with the new HMS, and mobile-first field working tools. Within this roadmap, the HMS/Digital Repairs Options is a priority Year 1 initiative. The decisions taken through this appraisal will shape the future platform architecture, the integration approach, and the sequencing of wider change across the strategy period. This project is associated with the procurement of a solution for a Housing Management System, Repairs Platform and Dynamic Scheduling tool. This procurement includes (but may not be limited to) the items listed below. • A core managed service, management of all ICT against an agreed SLA • A Service Desk, available 52 weeks a year including out of hours access providing a 'remote fix' to issues as they are reported where possible • On-site school staffing which suppliers deem necessary to deliver the service and meet the SLA requirements • Support for the Trust's Safeguarding/Filtering solution, Securly • Support for the Trust's Barracuda email security/Anti phishing solution • Strategic advice and direction to the Trust regarding ICT • Responsibility for design, specification, installation, and management of all ICT infrastructure • Supply of goods and services based on an agreed Best Value approach • Management of 3rd parties where relevant to the ICT support • Relevant monitoring, management, patching • Responsibility for ensuring appropriate backup and anti-virus is in place • Regular performance reporting • Support for cybersecurity readiness • CPD and training - digital skills and curriculum as necessary across Microsoft and Apple devices/software • There is an expectation that the provider will support and/or drive innovation • Maintain technical documentation • Maintain operational documentation, for example inventory management and risk registers • Collective partnership targets aligned to the Trust's objectives • In Trust support for the integration and upgrade of the connectivity, communications and security infrastructure as required, including liaising with relevant third parties on behalf of the Trust • Suppliers may be required to deliver a range of technology and change management projects in addition to the providing the core managed service. • Enhanced support during OFSTED visits, Exam periods, and around results days for Exams • The potential supply of a significant amount of Apple iPad devices - currently estimated to be c.2,500 over 5 years o A comprehensive managed service for repair and replacement,  Repair and/or replacement of devices  enrol/re-enrol hardware into the management console • Provision and management of VoIP phones/telephony across the trust

The Corporation of Trinity House of Deptford Strond

Light Measurement Data Acquisition hardware Replacement

Based within Trinity House in Harwich, GRAD has been operating a light measurement facility for the purpose of testing marine aids-to-navigation lights for the General Lighthouse Authorities of the UK and Ireland (GLA) for many decades. The facility provides the GLA with the ability to independently determine the suitability of lights for aids-to-navigation purposes, as well as building a unique database of performance measurements of lights in optical systems installed at lighthouses. The measurement systems and processes employed are relatively simple, but working together, they form a sophisticated semi-automatic light measurement process. The data acquisition hardware at the heart of the measurement processes is the same for all facilities, but it is no longer supported by the manufacturer. This is a fundamental piece of equipment in the measurement process and a replacement is needed.

NATIONAL GRID ELECTRICITY TRANSMISSION PLC

Integrated Project Management Office (IPMO)

National Grid manages a portfolio of major transmission infrastructure projects across onshore and offshore programmes. As the scale and complexity of delivery increases, National Grid requires a more integrated and digitally enabled approach to project controls, governance and performance management. The initial phase of the requirement will support the Onshore GGP programme, with the potential to extend to additional delivery programmes and operating models in the future. National Grid is seeking an Integrated Project Management Office (IPMO) capability that provides a consolidated view of project and portfolio performance information across areas such as cost, schedule, risk, commercial management, change management and baseline control. The objective is to improve visibility, assurance and decision-making while reducing reliance on manual and fragmented processes. As part of this requirement, National Grid is seeking a digital solution that supports project controls, commercial, finance, PMO and leadership teams through the integration of data and processes across existing business systems and reporting platforms. The solution is expected to support integrated project controls activities including baseline management, change control, forecasting, contingency management, cost management, cost-value reconciliation and payment management. It should provide auditable workflows, role-based access controls and portfolio-level reporting, while supporting alignment between cost and schedule information through standardised project control structures. National Grid requires a scalable and flexible solution capable of supporting current requirements while providing a foundation for future enhancements in project controls, reporting and analytics capabilities. The solution must integrate with approved National Grid systems and data sources, while ensuring National Grid retains ownership and control of its data. The solution should support appropriate governance, data quality controls, metadata management, historical data retention, multi-currency capability and role-based access management. National Grid is seeking a solution that can evolve over time as business requirements mature and adoption increases, supporting improved portfolio transparency, consistent project controls processes and effective collaboration across multiple delivery programmes and delivery partners.

WEST MIDLANDS GROWTH COMPANY LIMITED

BGWM Digital Transformation (Discovery Phase)

Business Growth West Midlands (BGWM) is the current West Midlands business support service and the primary digital entry point into the wider region's business support ecosystem. Delivered by West Midlands Growth Company (WMGC), through West Midlands Growth Hub, BGWM forms a vital part of the region's commitment to providing a "no wrong door" approach to business support. As part of the new WMGC Growth Hub operating model, a new digital service is required to provide a seamless entry journey for all businesses while supporting clear routing, referral management, business intelligence capture and outcome tracking across the wider business support ecosystem. This may or may not be under the same brand. Following a strategic review, WMGC has adopted a Hybrid Universal Front Door model for the business support digital service, which provides a consistent and high-quality entry experience for all businesses and quickly routes businesses to the most appropriate support while managing expectations around provision through clear positioning and tailored customer journeys. While the future digital service will provide a universal entry point, universal access does not mean that every business will receive person-led support. The primary role of the service is to identify and enable the most appropriate next step for the business. Small, micro, pre-start and startup businesses will be supported through automated referrals to Local Enterprise Services, other local and national provision, plus curated digital content and tools. High-growth potential and strategic businesses will be identified through proportionate digital triage and transferred rapidly into person-led support through the High Growth Service and Strategic Account Management functions. The future digital service is intended not only to signpost businesses that are not yet eligible for person-led High Growth support to external provision, but also to operate as a regional digital support layer. It will help address common business needs directly through high-quality digital tools, guidance and tailored recommendations. These tailored resources would supplement evidenced gaps in provision and improve continuity rather than replicate support already available through local, regional, national or private-sector providers. The future digital service should be informed by recognised best practice from comparable business support ecosystems and digital service models. Discovery activity should assess existing market solutions and ensure any future service delivers clear additional value to businesses and stakeholders, avoiding unnecessary duplication of functionality, content, tools or services already available elsewhere. To ensure future investment decisions are evidence-based and aligned to business needs, WMGC is seeking to appoint an experienced agency or consortium to undertake a comprehensive Discovery Phase that will validate user needs, test key assumptions underpinning the hybrid model, define service requirements, and develop a robust specification for future procurement and implementation. This is an initial procurement associated with the first phase - Discovery - of this project.
